feat: add Package.swift + CxLib seed target

Stamps a SwiftPM manifest onto the scaffold so the package can be
|
|
consumed by the CxLLM-SDK umbrella and downstream apps. The seed
|
|
source exposes a versioned namespace placeholder; real implementation
|
|
lands in subsequent phases.
